I was wondering if it would be possible to germinate 6 seeds, as soon as they root switch to 12/12 to sex, , switch back to a 18/6, select the best looking genetics and clone them?
Also, if this possible, what is the approximate time frame for the total process from seed to clone, and what is the cheapest method for producing clones?
Yeah, that will work. In the long run, it probably won't save you much time. If you just start from 18/6 most strains will sex at right around a month. Or even 16/8 and they'll sex even faster. Plus you're still getting the growth of a longer lighting period, by the time they sex they should be close to big enough for cloning too.

I would avoid the reveg process honestly, it puts undue stress on your plants and is counterproductive IMO for what you want. Plants show preflowers between 30-45 days usually. You would be much better waiting 20-25 days and taking some clones to root and sex then using the above method.
As for the cloning part. Pretty cheap would be putting water in a cup, put cutting in the water, and wait 2-3 weeks. Not the best. But the cheapest.
In all honesty just get some rooting gel and some rock wool. Make a home made greenhouse, i.e. bucket with saran wrap over the top. and your good to go.
Are you planning for these to be outside? It sounds like your being a bit cheap right from the get go. Take your time, do some research and spend at least a little money on equipment. It'll pay out in the long run.
