Sorry for the delay and confusion.  It's a little different now, you have to click to edit the parent post in the thread, and then change the permissions to "anyone can read and reply to this thread". Let me know if you still have any problems.

Very nice, I didnt notice the new feature
There still seems to be some bug. I have the current setting where anyone can read it and only the poster can reply. But when I try to reply it's still saying that the topic is locked
