I currently have 7 (all from seed) plants under a 400w hps. 4 have been vegging (I had a MH but it blew up on me) for about 7-8 weeks and the other 3 for only 4 or so. The first 4 are definitely ready to flower(all female), and I want to get that going soon.
My question is: If I move the 3 4 weekers under 2 42w CFL's until they're ready to flower, will this hurt their clone potential? I'm not worried about their yield during this run. I just want to get clones and establish some mothers. Will the 4 weekers' ability to produce great bud later on be hurt if I finish vegging them under CFL's?

Nah, as long as you keep the light schedule the same they'll be fine. May stretch a bit more due to the lower lumen output, but they'll be ok to produce clones for you.
