What our seeing is called an axial limb. It is not pre-flower. The pre-flower will come up right at the base of that though.

TBH it's kinda out of focus, but those are the stipules you are talking about, the preflowers emerge in between those green spikes (stipules) and the secondary branch. Honestly it looks like there is kind of a ball shape coming in where I described and you should take a more focused shot of what I described... I hope it turns female for you though... Is this your only plant? I never grow one, it always turns male it seems.

My bad, you're correct they're called stipules not axial limbs.

well you are sort of correct still. the stipules grow as an extension of the axial meristem (the point of maximum cell division when not under enzyme dominance)

If it's that small then you are just going to have to wait until it gets bigger!!

I have seen it enough times to be able to sex them at that point. If its very tall, and skinny then it is a female, if it is round like a tiny little nut, then it's most likely a male... So get a closer look and make a better judgment that way. I'm sorry if it is a male... that would blow, and I've been there.

Here's what preflowers looked like on my first personal grow:
Pics are a bit large and grainy, but you get the idea. A white fuzzy pistil will grow out of the center of those stipules if it's a female. Males get the ball sacks. .

The pistil grows out of the calyx, not the stipule.
