If your air pump is up to standard then it will cause enough mist from the bursting bubbles to keep the media and the roots in the net pot soaked, that is one of the reasons you need a good quality high volume air pump.

I believe you do have to keep the water level higher in the beginning before the roots come out of the bottom of the net pot, but not too high. I think what worked was keeping the level just about half way up or at the first (bottom most) "rung" of the net pot if you know what I mean. But once a couple roots come down you can drop the water level.
Last time I did a DWC system with two rectangular buckets with two plants in each bucket, it was a pain in the ass because the roots got tangled and one had root rot so we had to try and untangle them, it was no fun. So now I'm doing individual buckets. Hopefully the multiple plant per bucket thing will work out better for you.

You may look up the NFT method of hydroponic cultivation for inspiration. I think it obsolete now, with the advent of "better" technology. Good luck.
