most say when a plant is 12" from veg, you can start flowering, but i hear a plant has to be mature with alternating branch nodes before flowering an be inducd, whats the true state the plant can be in to begin flower.

the plant can begin to flower at any point in its life. Anything less than alternating nodes will produce less than average results, so if your trying to get the most out of your plants, dont flower till that point.

was that a literal statement lol i reado there is a limit by 4 nodes or something in height before flowering? or is it possible to grow lets say.. 6 inch plants? and get a bud ball out of them..
if so it would be nice to grow a good amount of small plants for space saving.

12" is BS. Most farmers recommend waiting until after they show sex. But sure you can do it anytime.

my first grow had 2 alternating nodes at 24" high at the time it came to start the 12/12. it was not til then i found out the sex.. by the hairs/pollen sacks. so i thought you cant find sex out til your already a bit into flowering?

Pre-flowers show much sooner. They are usually located around the 4th node. Thats about 4 inches up the stem of the average plant.

It takes a trained eye, but the 4th node is fairly common knowledge among growers. I always wait a bit until I'm 100% positive. No harm in that.
