It was joke fodder back then because that was not all that long ago and still a part of the current movement. It's still not really funny in any sort of way imo. I'm not a green dude at all either. The clip does have a point however with the home association member type plastic bagging doggy poop. 
God forbid we have smelly natural fertilizer on our lawns. Lets bag that in plastic so that it can grow very specialized biological components over the next few hundred years. The important thing is that all lawns are uniformly kept in order to keep property values high. At least that is the shit that all of the Yankees moving in try to pull. Go the fuck home you yankee fags who keep moving here to escape the results of your own social capitalistic achievements only to try to turn the South into what you ran from in the beginning. Fuck you all.

I'm not much of a Jim Carrey fan is all. I like some of his movies but not most of his skits. Just my personal taste. Most people love him though. It's cool.
