yeah I've heard good things about growing upside down, but it seems like a little bollocks to me. plants do just fine growing right side up...

I would do it while in the last weeks of flowering.
Mainly becuase the vegetative stage requires root growth to attain mineral elements from the soil, this would act like a full moon harvest where the gravity force pulls more of the active chemicals into the flowers and bud.
