Is tap water safe for plants rooted in good soil? Do chemical additives still have a major affect?

It all depends on where you live. Generally it's just fine, however many people fill containers and let it sit for 24 hours before watering to kill any chlorine in the water. Also, you may want to check the pH of the water.

Great point. I already know of the chlorine evaporation measure, and I will most certainly run a PH test on it. I suppose "ppm" of chemical additives is a more serious issue for hydroponic systems?

As long as it's good potable water, it should be okay. There shouldn't be any chemical additives in potable water, just various levels of metal/mineral content. You can usually look up your water quality somewhere.

yeah i cant use tap water, i tested it with one of my pool strips( the kind that tests like 7 diff things) and it has the same chem comp as my pool. PH,chlorine, ppm all that shit was identical. I got a damn good water filter now though.
