Yea, well the vet would have detected something, or at least know if its a disease like Parvo...
My suggestion would be maybe trying and helping her diet. I am not a licensed vet, so it is at your own risk you take my advice, but garlic is indeed NON toxic to dogs, and just like in humans it can cleanse the blood, and clean out the intestines if there are worms or some sort of parasite. Giving her a couple cloves before or with her breakfast may be something worth trying. Also, always look for changes, new symptoms and such... And best of luck, hope she gets better.
If it was parvo - the dog would be displaying WAY more symptoms than just blood in its stool. Parvo is a horrible disease and is a quick killer. The dog would be vomiting, rapidly losing weight, have diarrhea etc. Parvo is VERY obvious and any vet would spot it in an instant. Parvo kills dogs.
Also - garlic is in fact toxic to dogs in the amounts you are suggesting. Like onions, garlic contains thiosulphate which mess up their red blood cells. A small teaspoon once a week or so would be fine, however it's not going to clean out her system as such and clear her of worms if she has them. If the dog had a worm infestation to the point where she was crapping blood then you would also see worm eggs or worms in her poo, she'd have a distended belly, poor coat, lack of condition and possibly be vomiting up worms as well.
To the OP - that said - I would worm her just in case. I would then ask your vet to check her anal glands in case they are infected. If that all comes up clear then I would be asking for an x-ray or ultrasound to see if there are any blockages or foreign objects lodged in her stomach/intestine or any tumours or lesions.

You are right that garlic contains thiosulphate but not in the same degree of concentration as onions. Garlic is in my experiences and many testimonials of vets I know, safe for dogs. I wouldn't over do it, but as far as I know (and I am not a doctor), it is proven to work quite well.
*(also, garlic powder (no salt) would be the easiest root, or chewable tablets)
