When growing from seed your plant will actually take longer to flower if pushed onto a flowering photo period early on (if you count the days from the 12/12 switch). So in reality this will not speed up the flowering process and only cause problems. It takes 6-8 weeks from germination for pre-flowers to form. I've always waited to induced flowering after the pre-flowers have shown because I've read that it stresses the plant to force it before its maturity. Although if you are growin from clones then you can introduce flowering whenever you'd like.
