I see flies and larva, and my leaves are going funny!?!?

Would love ANY help.

first, as per the instructions to the sticky here we go. pictures at bottom, can provide more of detailed areas if you need.

1. Are you growing from seed or clones?
Seeds

2. How old are your plants?
about 2 weeks for the larger one, 1.5 for the smaller one.

3. How tall are your plants?
9cm and 2 cm

4. What size containers are they planted in?
1.5 gallon pots each.

5. What is your soil mix?
mostly coco with perlite and some added slow release pellets (organic...bird poop). there is also a touch of sand, and some worm castings mixed in and the bottom is that round small lava rock type stuff for drainage.

6. How often do you water and what type of water do you use?
every day or every second day. i put half my finger down, if its dry i water. tap water, which is ground water.

7. What is the pH of your water?
PH 7

8. What kind of fertilizer do you use and what is its NPK ratio?
Scotts or peters (forget) 20-20-20 (i have only used 2 times at half strength...i think this is the problem with the small plant, i burned it.

9. Do you foliar feed or spray your plants with anything?
no

10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights")
CFL and 2 24" tubes about 200W total

11. How close are your lights to the plants?
3" is the closest for th ebigger, 6 for the smaller....up to 9" away.

12. What size is your grow space in square feet?
7? the box is 15" deep by 65" wide...the platns only occupy half right now, the other half has no lights and other plants.

13. What is the temperature and humidity in your grow space?
too hot i know, but there is little i can do about it here... 27-33C and usually around 70% humidity, unless rain storms when its 90%

14. What is the pH of the soil?
from the runnoff i have gotten a 6.5-7 reading using paper strips and aquarium test kits.

15. Have you noticed any insect activity in your grow space?
flies, see pics below.

16. How much experience do you have growing?
outdoors, a fair bit, indoors none....seen as this is indoors, im just gonna say i know nothing, cause it seems rather different!

there is also a fan going all day everyday. not directly on the plant, but they do move with a tiny draft, its aimed at the lights.

i saw these fuggers going crazy with the lights. they are flies, what kind i have no idea. i also saw them in the dirt, and now i spotted a couple worms!!!

i also used the 20-20-20 (i know it was stupid!) one watering, then skipped then used again the following watering, which was one day apart. i think this is whats wrong with the small one, i burned it...what do you think. its the small one i see bug larvae in as well, the larger one i have not...but they are next to each other, so if one has em i bet both do.

flies ps. canadian coins are same size as US coins. penny, nickel, dime.

worms only about 2-3mm long, 1mm thick. white and move like inchworms. by small piece of perlite....sorry for the focus, so tiny and moving!

ps. this is not in canada or the US, it is in a tropical area abroad.

it was getting worse, but only on those leaves. i cut em off cause i couldn't stand looking at them anymore, and there are offsets at every leaf, so they can get more light without being blocked by brown leaves.

right now the very bottom leaves are turning a little yellow. i have not fertilized one yet, and i have gotten the ph down to 6.5....still a little high, but i am working on it.
