I don't know about being depressed, but I will say that David Lee Roth's Eat 'Em and Smile is one of the happiest albums out there. Not saying it's a good album, but those walking basslines are undeniably cheerful.
Tesla (particularly Psychotic Supper and Bust a Nut) plays some nice feelgood music. Not as "happy" as Eat 'Em and Smile, but a hell of a lot better quality music.

New Slang is a good choice. It's always been Nick Drake for me.
Cinematic Orchesta's album Ma Fleur manages to make me depressed, but it's so good that I have to listen to it every once and a while.

I dunno if it works when depressed, but Tesla's album Bust A Nut just brightened up my evening. Dual lead guitarists FTW!
