There are several options for you to specify. You can make your list invite-only, or allow anyone to join. If it's invite-only, you can specify who's allowed to send invites. You can also decide who is able to post to the list: any list member, or just you. At the bottom of the form you can enter users who will receive invites to the new list. There's actually quite a bit more to it than this but I don't want to overwhelm people with details. I'm sure if you use the functionality you'll figure everything out.
