Yeah that is fucking stupid. Seeds are 100% federally legal in the USA under the hemp act and Canada is legal across all provinces. Same thing is true for non-flowering clones.
This was one of my suggestions to improve this site and make it less of a wasteland. I have a large seed collection I would love to spread around.
Come on mods time to get with the times.

THE RULE ISNT WRITTEN THERE. THE RULES SAY NOTHING ABOUT SEEDS

Kreg you have got to take a chill pill man, you freak out about every little thing online 
This place isn't frequented by admins often, maybe once per month if we get lucky. You're not special, it's just the whole site is being generally ignored.
And your perceived hypocrisy with regard to user vs sponsor seed transactions is more of a legit legal/liability thing. Up until a few years ago, anything containing THC was considered schedule 1 in the US, the country where this site is hosted. Since we can't be sure that all parties involved aren't inside the US, it's easier to just say no seed trades on the site between users. Sponsors, on the other hand, can be more reliably traced to their country of origin, and transactions are made offsite, where the sponsor assumes liability of potentially dealing with customers in countries where said products are illegal. It's a way to make sure that the US-hosted site isn't actively allowing illegal activity to take place within the site.
I'll review over the farm act of 2018 and get a convo going. When I last read it, there was some confusing language about whether seeds were only considered "hemp seeds" if they came from plants with less than 0.3% delta-9-THC. It looks like the DEA may have clarified that in recent years, and it may be time to re-evaluate the rules here, but that is ultimately not my decision to make. I can't promise anything, nor can I promise anything to happen quickly, but there may be something here that we can take action on.

Thats good for you man , in today's day and age with technology it's easy to just waste hours away on the realm of the internet and people whom you talk with on it, we forget where we come from that direct experience of the here and now where you are - your coming and going is nowhere but where you are - I hope your doing well buddy
