Bad reporting of the facts if the province does not sell clones you will be able to buy them online from federal licensed producers.

Bill C-45 states in black and white that Quote:
Purchase fresh or dried cannabis, cannabis oil, plants and seeds for cultivation from either a provincially or territorially regulated retailer, or where this option is not available, directly from a federally licensed producer.

The above link is a list of legal medical clones for sale, and as of OCT 17 they will be able to sell recreational clones in any province that is not selling clones. Hey if the BC government does not want the tax and profits from clones its their loss eh.
