Probably not legal but so low of a crime its not worth noting. The people who inspect international mail aren't the local police, so it would take a larger investigation and resources than what its worth in most cases. I've heard of customs taking the seeds out of packages and sending the package along with a little sticker explaining that something was prohibited.
Make sure to order the crush proof container. If you mail seed in a plain envelope they will be dust when you get them because of the high speed rollers they use.
Try attitude seed bank. Seed banks protect breeders by distributing for them--here are a few out there.

Its illegal in North America but legal in the EU and England while there is little to no risk from the police you can loose your order in customs. Some places offer stealth shipping for a little extra like the attitude seed bank as well as a free gift.
FYI under international laws if you send a money order or cash over a border and not declare it it is money laundering however if you use a international gift card or credit card its perfectly legal.
