You should be able to pop seeds with a basic CFL bulb. If they're stalled its probably your soil, or if anything, too damn close at 18".

While I don't like Mars Hydro at all because they're kinda crappy it shouldn't be so weak that the plants don't grow. I keep one or two 100w LED lights about 2-3' away to keep clones alive/vegging slowly, but they're still growing. Try backing off to about 3' away.

How many times have you 'watered' it when needed? Should have been 0 times by now.

The only time I've had that problem is when the soil is too compact and the roots can't grow properly.

Your soil actually looks dry, did you saturate the soil before you put them in there? If you did you shouldn't be that dry and will not have needed to water at all by now.

They have that bonsai look, which is usually from under-developed roots. Its hard to tell in the photos, but do the leaves on the plants in the solo cups have striped leaves? or is that just the light reflecting?

If you set the white balance on your camera you can get a natural colored photo. Phone's usually don't have that feature.

I've seen people flower with those, it makes no sense why it couldn't veg properly. Granted its not the best flower light, but some people use them.

But I do agree, fuck Mars Hydro...

Which Mars did you get? can you post a photo of the fixture? There are a few different designs out there.
