What's the best way to leave the center of the shirt white?

Control how much dye you use and where you put it on the shirt. This is really easy to do if you don't rush it.
They make commercial dye removers and chemicals you can apply to slow the absorption of dyes, but they are mostly unnecessary.
That looks like a t-shirt made by Liquid Blue. They use different techniques for mass production than most hand dyers. They have machines that can apply the dies without the need to do traditional ties. That said, it really isn't difficult to replicate at home.

Wouldnt it make sense just to fold the shirt in half vertical, and tie it at an angle matching the inside of the color line bordering the white section, and then just never dip the white part? I've never made a tie die in my life, that's just how I would approach it.
