So, Lawmakers will ask voters if state can keep money
DENVER - The final numbers are in, and Colorado owes its residents some $58 million in pot tax refunds.
But state lawmakers start work Wednesday on a proposal to ask voters if the state can keep the money.
If voters approve the ballot measure, then moneys set aside for the potential refund will instead be used as follows:
--$40 million transferred to the public school capital construction assistance fund; --$12 million appropriated for youth programs, marijuana education and prevention programs, law enforcement services, substance abuse programs, poison control services, which are expanded to include other means of communication such as text messaging, instant messaging, and email, and the newly created local government retail marijuana impact grant program; and --$6 million will remain in the general fund.
Colorado's constitution requires taxes to be refunded when overall tax collections exceed growth limits.
The proposal before the House Appropriations Committee Wednesday would ask voters this fall about keeping the money instead of refunding it. The measure has broad bipartisan support and is expected to fly through the Legislature.
If the ballot measure fails, state lawmakers say the money would be refunded by lowering sales tax on marijuana, refunding some of the excise taxes on grow facilities and refunding residents through a sales and use tax refund.

Should just have that money put into the city. They need to do that shit here. You haven't seen potholes til you see where I live lol.
Looks like we might finally get a dispensary next year. Looks like implementing it will completely kill the MMJ program here. Only one person can open a shop, and his license is good until 2025, and only 2 shops for the entire island. If it happens, no more caregivers allowed and some lawmakers are trying to push no more home cultivation.
So in other words, I will have to pay for heavily overtaxed weed, have records of my purchases, be recorded while I shop, and have to drive an hour through traffic to get to the shop. How does this benefit anybody besides the one person to get the license to open shop? Sorry, but if they take away our grow rights, its back to buying black market again.
