The first species is of the Genus Euphorbia, which is not a cactus at all but a thorny succulent. The growths are actually the small and short lived leaves that occasionally sprout off of the main body.
Be careful if you start trimming this guy...the sap is caustic and poisonous. Make sure you wear gloves or wash your hands immediately afterwards.
The 2nd pic definitely looks like a flower.
