First I'll be a dick. If you didn't know what it was for, why did you buy it?
Second, it's a clearing agent used for flushing your soil. It helps grab any built up salts and flush them from the soil. Other than that, it doesn't have a use.

Well you use it either at end of harvest flush, or when you are experiencing salt build up

Well with that one, since it's not a nutrient, use what it tells you to use. I personally don't use a flushing agent. Flushing with a very low PPM solution of normal nutrients can help grab onto those extra salts.
But I think the advantage with using Clearex, is that you don't have you use nearly as much water in comparison.
My personal flushing routing is once mid way through flower, and the water for the last 1 1/2-2 weeks. But everyone has their own way of doing things. I could probably get away without the midway flush, but I just like doing a preventative measurement.

Well there is the possibility of having toxic salt build up. But all of this is dependent on how you are growing, and how much nutrients you are using. Usually TSB(that's what I'm going to call it now) happens when people are feeding high doses of their nutrient solution, and doing it every time they water.
I have never had it happen. And with how I apply nutes, not super aggressively, but not super light either, I doubt that I would get it. But I like to do it just as a preventative.

PPM will depend on the nutrient line you use, from my understanding. From what I can recall, Botanicaire reads lower than others due to it being semi-organic or some shit. But that could be a whole load of shit for all I know.
Have you done grows before dude?
The questions you are asking are really kind of hard to answer. There are so many variables to it. It's not cut and dry, which I feel like you think it is.
