Help? Curling leaves, Slow growth

Any idea what's going on? Leaves are sagging a bit.. Some curling sideways. I haven't done the first feeding yet. But will as soon as I'm sure it won't make this issue worse. I water about every other day.. mist a little everyday.. 24 hour light under a cfl. 2 or 3 weeks old.

Thats a little too young to start feeding imo.
But ime curling leaves tends to be from heat stress.
Also fill this out.

Soil Growers: 1. Are you growing from seed or clones? Seeds 2. How old are your plants? about 2.5 weeks 3. How tall are your plants? 3 inch 4. What size containers are they planted in? started in 3 inch, just moved to 6 inch 5. What is your soil mix? 40%MG seed start potting mix/60% MG perlite 6. How often do you water and what type of water do you use and how much you give per watering? tap every other day,mist a little everyday 7. What is the pH of your water? 7 8. What kind of fertilizer do you use and what is its NPK ratio? none yet 9. Do you foliar feed or spray your plants with anything? none yet 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights")one 23W CFL 1600 lumens 11. How close are your lights to the plants? 4 inches 12. What size is your grow space in square feet? 4 13. What is the temperature and humidity in your grow space?75 degrees 50% 14. What is the pH of the soil? Unknown 15. Have you noticed any insect activity in your grow space? a nat or two 16. How much experience do you have growing? this is my 2nd attempt.

Looks like one of two things. Either the soil is to hot. Sometimes happens with Fox Farm Ocean Forest (I personally haven't seen this and have started seeds in it but many others have had problems starting seeds in it). The other thing you just got unlucky and got a mutant plant. This is very common with True Blueberry and some of DJ Shorts other strains. To me it looks mutant.

Youre ph is slightly off and watering a plant that size every other day in the medium youre using is too often.

I agree, I know I'm pushing my luck with tap water and using MG. Since I am new to this I decided to use tap water as a baseline, and my theory was that since the verdict on MG is that it usually has too much nutrients... mixing a high percentage of perlite might "dilute" the nutrients as well as drain the excess water away.
I just left for about 4 hours and when I came back the normal growth rate seemed to return (about 1/4 inch larger leaves) But also noticed a WTF... the way the leaves are growing is very erratic is this a trait of "mutants"?
I backed off the light a bit.. and I plan on watering a bit less.
