SALEM, OR – Faced with the seeming inevitability of marijuana legalization in his state, Oregon Gov. John Kitzhaber (D) said last week that he wants the legislature to act on a pending bill to legalize and regulate marijuana like alcohol.
“I hear the drumbeats from Washington and Colorado,” Kitzhaber said at a meeting with Oregon newspaper editors at the state capitol. “I want to make sure we have a thoughtful regulatory system. The Legislature would be the right place to craft that.”
A bill to legalize and tax marijuana in Oregon, Senate Bill 1556, has been filed in the state legislature by Democrats Floyd Prozanski in the Senate and Peter Buckley in the House.
The bill, which has eight co-sponsors in both chambers of the legislature, would legalize marijuana for adults 21 or older.
Under the proposal, adults could possess up to eight ounces of marijuana in their own homes or up to one ounce anywhere else. Adults would also be allowed to grow up to four plants.
The bill is scheduled for a public hearing by the Senate Committee On Judiciary on February 11. The committee is chaired by the bill’s primary sponsor, Sen. Prozanski. Bill co-sponsor Sen. Michael Dembrow also sits on the committee.
If the legislature fails to act on the bill this year, a ballot initiative could appear on the November 2014 ballot and put the decision in the voters’ hands.
Meanwhile, Gov. Kitzhaber said he doesn’t favor loosening the state’s liquor laws to allow alcohol sales in grocery stores, saying “No one has ever come up to me and said, ‘Gee, I don’t know where to get a bottle of bourbon’.”
