Well to my surprise i got a response from him today (from the double r email address).  Bad news im afraid.    Here's some of what he wrote:

"I am not collecting signatures for the September 5 deadline, because of the short time frame and the fact that the deadline for the November elections has already passed.
Instead, my goal is to workshop the initiative with groups working towards similar legislation, in order to draft model legislation that can be implemented at any level of government (local, state, federal, and international).
Then, using the momentum and buzz generated by workshopping the legislation, my goal is to resubmit the initiative at the state level for the 2010 elections, while working to pass the legislation at the local level as soon as possible (before the 2010 elections, if possible).
As for now, I am working to find a way to finance my efforts to push forward the initiative and find a way to pay others to do the same.

Thank you again for your interest in and support for the initiative.
I will keep your contact information on file, and will let you know as soon as the initiative campaign enters its next phase.
Please let me know if you have any further questions regarding the initiative, or if you know of any ways in which the initiative campaign might be financed."
