Is it cool if I place my vegetating outdoor plants inside under some grow lights and wait out the bad weather and place them outside again?

Sure but you would need to harden them off once you put them back outdoors I would think.

Once you bring them indoors for a certain amount of time they will get use to the artificial lights. Once outdoors they need time to get use to the sun again. Usually a few days of shade with a few days of sunlight should work.
