Slow Growth - Indoor

My plant is one month and a few days old and i Can't help but think it is way too small, I am growing under a 600w MH bulb at the moment and it is surrounded by white walls. Organic Soil, mixed with perlite. Small amount of Organic fertilizers.
The first leaves at the bottom of the stem have also brown tipped in the last two days and the second leaves started yesterday, though today there has been no progression in the browning/yellowing.
Bottom Left leaf showing the browning
I transplanted it yesterday and put it in a much larger pot, new growth is healthy but it is only about 15cm tall and very bushy. Also leaves are still coming parallel when will they alternate?

Whoops, I forgot to paste it....'
Soil Growers: 1. Are you growing from seed or clones? 2. How old are your plants? 3. How tall are your plants? 4. What size containers are they planted in? 5. What is your soil mix? 6. How often do you water and what type of water do you use? 7. What is the pH of your water? 8. What kind of fertilizer do you use and what is its NPK ratio? 9. Do you foliar feed or spray your plants with anything? 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 11. How close are your lights to the plants? 12. What size is your grow space in square feet? 13. What is the temperature and humidity in your grow space? 14. What is the pH of the soil? 15. Have you noticed any insect activity in your grow space? 16. How much experience do you have growing?

Soil Growers: 1. Are you growing from seed or clones? Seed 2. How old are your plants? 1 month and 3 days 3. How tall are your plants? About 13 - 16cm 4. What size containers are they planted in? I don't know its big enough at this point though 5. What is your soil mix? 50/50 perlite and potting soil, with worm castings 6. How often do you water and what type of water do you use? I water small amounts twice daily, plain tap water, I use it for my other plants and they seem to like it 7. What is the pH of your water? Getting a kit today to test it 8. What kind of fertilizer do you use and what is its NPK ratio? it was a free sample with no label or anything, just a chart the man gave me based on the cF and ppm's needed for different types of plants, I use 2 - 3 mL per litre once a week starting last week 9. Do you foliar feed or spray your plants with anything? What is foliar feed? I spray them with plant water sometimes 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 600w MH for veg 11. How close are your lights to the plants? About 50cm 12. What size is your grow space in square feet? 5 square feet approx. 13. What is the temperature and humidity in your grow space? room temp 23 - 25C, humidity is 45 to 50% 14. What is the pH of the soil? Getting a kit today to test 15. Have you noticed any insect activity in your grow space? there are a few little bugs that hover around, but they dont seem to sit in or around my plants i think they like the water 16. How much experience do you have growing? The disregarded bad advice from amateur growers i know, and things i have read here, no practical experience

Well to start, your over watering them. You want to let the soil dry out, and then thoroughly water the plant. At this point your just drowning the root system.
I would also stop feeding any type of nutrients. The burnt tips on your plants, means that they have been overfed.
What kind of ventilation do you have in your grow box?

Kind of plenty of fresh air. But if you aren't actively pushing air in and out it's not enough.

Change this.

The plant is growing and looks like a indica strain which all come from the Afghanistan, Kush Mountain area and the area isn't known for it's humid summers. Every single indica on earth came from this area. There really isn't a need to spray plants other then rinsing dust off of them.
Plants with brown tips are almost always getting to much food buuuuut it could also be caused by to much water.
If the little bugs are fungus gnats their larvae eat plant roots, esp from young plants.
See any of these around the soil then there is a problem

Soil Ph is neutral, I know this isn't too bad for the plant but is there anyway organic ways I could go about dropping the Ph just a tad? I read pure cow manure, but apparently you need a lot. To drop soil Ph
Also when can I expect the leaves to begin alternate growth instead of symmetrical? Can I expect it at all?
Edit: Thanks for all your guys help so far ! you've been great

If your soil is at 6.5-7 then your fine. Don't drop it at all.
As far as the growth goes, that's hard to say. It depends on how long it takes to recover from drowning the rootsystem.

Browning continues to climb to the second node leaves. Little brown/yellow spots appear on mid leaves, need flush or, a deficiency of some type? Also getting a few leaves doing the eagle claw?
Advice please

Yeah all the stress would do that. Remember at least a 3:1 water to soil ratio when flushing, and make sure that pH of the water is in check.

Can I expect to see the affected leaves return in colour or should I just keep an eye on new growth?

Hey, just letting you know, at this point the New growth is looking fresh and green and the yellowing hasnt progressed any further up the plant, all the leaves are un-eagle clawing so i guess this is all good signs of a plant recovering, also he seems to be stretching between nodes which is good news
Thanks for all your help
