If using a prepaid make sure it doesn't say united states use only .I went to wallmart and bought a card thought i was being slick nope . Got to Bonzaseeds and picked the strains, went through the entire check out process and they say banked declined it . Tried a couple more times so rolled one and blazed and there i saw it united states use only.

The credit card company might restrict the card based on whom your paying or buying things from.
There are different rules in different countries but check this for an example. It is a small sheet of information which contains some rules about a prepaid mastercard in Australia.

"We may stop the use of the card if we believe there are suspicious activities" and it "may not be used for anything illegal".
So they can basically ban you from using it at certain places if they feel that you're buying things from an unsavoury place. Even if you're not doing anything illegal in your particular situation they might restrict you regardless because they don't want to upset the American government because the American government might restrict their ability to do business. There are many examples of this happening.
Ebay does a similar thing. Although peyote is legal to own and grow in many places, Ebay will not allow it to be sold.
You could try using your card for another overseas purchase that would not be considered suspicious. For example, you could make a small donation to an overseas animal rescue society or something or try to buy something else that you like. If it works then you would probably have good reason to think that they've blocked you from buying from that particular seed shop. You could try buying from another seed shop and if that doesn't work then buy another brand of card and make sure it can be used for international purchases.

They have a few different prepaid cards at walmart. You have to get the international one which of course costs a few bucks more.
