Click the links he adds before you say he has no proof.
I'll happily debunk anyone that thinks they have a compelling argument to why these are real, but FYI saying "it's at a lower elevation" is pretty hard to do. Because you know, it's tens of thousands of feet above your head, it's kind of hard to gauge distance that far by the naked eye (it's one I feel always needs to be mentioned, because there are always a million people claiming that these chemtrails are obviously lower than real contrails).

can you summarize the argument? I have heard about the debate but never really did my own research into it

Contrails are those lines in the air formed by condensed water vapor given off by aircraft engines.
Chemtrail is a buzzword used by conspiracy theorists to describe contrails they think are some chemical that is used for different nefarious acts depending on what conspiracy theorist you talk to.
My point is that all the contrails that conspiracy nuts think are chem trails are just completely normal Contrails. I guess I made it seem like I thought chemtrails (as in the evil trails that make people sick or sterilizes/indoctrinates/drugs the population.

Ah that makes sense.
I have talked to one of my neighbors who is an old man and is  .. he is always rambling about that. lol, hes the kind that has a safe full of guns in his garage and all over his house. He's def a bit different but hes cool just to go talk to and shit. I hope I dont get that bitter with life at his age (probably 70ish)

See, that video is an example of the videos that make the crazies believe this shit. 
-certain conditions cause contrails to stay around (like humidity).
-if all these chem trails people see are this, why isn't there an upsurge of sick people all over?-
Those are just arguments against the video. 
I guess some people are easily persuaded by these videos though.

I can't find it now, perhaps it has been taken down but when I first noticed and started researching chemtrails (2000-2001) I found a usaf.gov website explaining or 'debunking' chemtrails. (US Air Force, they seem to have switched to a .com domain and there is no .gov domain for the Air Force anymore, from what I can tell) This page explained that because they were getting lots of questions about 'chemtrails' they would disclose the practice of spraying vegetable oil in large grids to contain chemical or biological weapons. They stated on this page that they were just running drills  I don't mind if you don't believe me because I don't have link. Like I said, I searched and it seems the USAF switched domains some time in the past 10 years and there is not an archive i could find with all of their old web pages, but I swear it existed.
Note!*!*! these things don't prove the malevolent spraying of citizens, they merely prove that the possibility and technology and the means and the profit exist, so it would only be logical to assume the affirmative.

Did I ever say they didn't have the tech? I just said without an upsurge in illness there is not reason to think it exists other than being paranoid about lines in the sky.
And apparently you didn't read my link that said that the USAF had so many calls talking about Chemtrails they decided to just put up a page to debunk it. But it's cool, don't read/pay attention to my article. Just talk about your opinions and expect people to click on your links and read them when you clearly didn't to me.
I guess some people think foreign policy think tanks are just completely terrifying though.
