Light - fair deal or ripoff?

Im new and don't know much about lighting or equipment yet... But, I got a 400w Hortilux MH bulb and 8" Cool Tube with reflector (no ballast) for $115. Friend said it was never used but claimed it was a HPS (I looked later to find it was MH). I was hoping to use this to start a small first grow... but now I'm not sure if I got as good a deal as I originally thought and not sure if MH is the best bulb to start with. Also, not sure what I should do for a ballast. Any recommendations or insight?

Also, Im aware that MH is ideal for veg phase. Would it be suitable for a full grow or will my plant suffer significantly during flower? Is it recommended I get a HPS to switch out when it is time to flower? Would I be better off with ONLY HPS?

MH is best for veg, but I'd recommend sxitching to HPS for flower. As for the ballast part find youself a good eletronic/digital baqllast.
You can flower under mh, tho hps is so much better in the end.

Is there much difference in the quality of bulbs? Also, did I get a good deal on my purchase?

Doesn't sound like a terrible deal. If it all works well I'd say you paid fairly. BTW if you google the equiptment you have, you can find the prices of what it retails at and judge for yourself that way.

You can buy conversion HPS bulbs that will work with you MH ballast. Last I checked they where like 40 bucks though.

You got a fair second hand price. I would almost consider it a deal because of the air cooled hood.
It's really not a matter of which bulb is higher quality but more of its effects.
Your MH bulb is going to be of the blue spectrum where your HPS is going to be red spectrum.
Plants stretch long and tall in search of red light so by using an HPS your buds will be compact and tight.
