The trick you're missing is that milk doesn't get above 212 F, whereas bud can be heated up to 300 F with positive effects. So a prior step of baking in the oven could possibly help.
I have frozen the simmered milk and it develops a dry froth at the top. I didn't want to waste so I used that too (I don't know how much THC it contains.
Mix with a chai to blend out the weird flavor. Works well.
