Crusty stunted growth

Soil Growers: 1. Are you growing from seed or clones? -Seed 2. How old are your plants? -1-2 weeks 3. How tall are your plants? -2 inches 4. What size containers are they planted in? -Party cup 5. What is your soil mix? -soil/perlite 6. How often do you water and what type of water do you use? -Tap every other day or so 7. What is the pH of your water? -undetermined 8. What kind of fertilizer do you use and what is its NPK ratio? -N/A 9. Do you foliar feed or spray your plants with anything? -No 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") -CFL 11. How close are your lights to the plants? -1½ inch 12. What size is your grow space in square feet? -small 13. What is the temperature and humidity in your grow space? Room and average 14. What is the pH of the soil? Undetermined 15. Have you noticed any insect activity in your grow space? no 16. How much experience do you have growing? -None
It started right after my first set of true leaves came up. They are crusty and fairly hard to the touch. The 2nd and 3rd set of leaves seem to be trying to poke through but they are all bunched up right around the first set cotedylons and im afraid they cant push through and open up. Its been like this for about a week, the seed came from a bank. Extremely stunted growth. The color of the leaves seem alright. Any ideas of what's wrong?

Find out your tap waters pH. I bet that is your problem. RO or Distilled water is always a safe bet. There may be a fish store in your area that sales RO water.
How many watts of CFL?
If your lights are 2 inches from your plants, then I bet your temps are not at room temp. Find out what your temps are at the top of your canopy.
What type of soil?
It also sounds like you are over watering.
Post a pic if you can and that will clear some of these possible causes up.
