I have never seen anything like that. Almost looks like the fert salts that collect in the soil sometimes. That's just weird. When I read it, sounded like the bug problem I have had off and on. But after looking at the pictures, I have no clue!
I wouldn't expect 40% to be extreme at all. Peppers have given me a bunch of grief out here. Bell pepper in particular is giving me all kinds of issues actually. So it maybe a humidity thing? You wouldn't think so though due to originations. They seem to be a real picky plant IMO.
Harry, what happens if you wash them leaves off? Does it stay or rinse away? Kinda looks like eggs too or a thing called white mold. Not powdery mildew. I did a bunch of googleing and found very little info on it, but the pepper growing sites have made mention of white mold.
