That's a question which can be very hard, if not impossible, to answer. There are many variables affecting your soils pH and the pH of your water to just be able to say "add a cup of lime and go".
If you're trying to raise the pH of your soil why not just buy some pH up and treat some plain water and flush until the run off is coming out where you'd prefer it to be?
I use hydrated lime dissolved in water to saturation to create a form of pH up. I basically take room temp or so water...add a heaping teaspoon to about a quart of water....stir vigorously with a wisk and repeat until a good 30 seconds to a minute of vigorous stirring no longer dissolves all the lime. I then let the excess lime settle and decant the clear to milky liquid into another container. Now you have a form of pH up.
You can then use either pH test strips or one of those liquid pH kits (this is the cheap alternative...if you can afford it get a digital pH meter) to test water or ferts and add pH up until you are in the pH range you want...or you can basify some flushing water to flush your soil with if that is what you are after.
