i'm pretty sure it's not and if for whatever reason in a million years it actually is, i know what i must do. i must kill justin beiber for even attempting to do this and besmirching the name and looking like more of a tool than he already is. i just dont see any way around it

Yeah its definitely bogus. I don't see Beiber covering anything in the heavy metal genre. Pantera's aggressive lyrics and liberal use of cuss words and adult themes would tarnish his good boy teenie bopper image. Just think of it as some asshole thinking it would be funny to simultaneously piss off Pantera and Beiber fans. Its hard to think of this kid as anything other than a novelty act. Seriously though I think Canada is starting to hate us. They've been importing their sappy talentless pop musicians to the american public for the last 2 decades. Need proof? How bout Alanis Morisette, Avril Lavigne, Nickelback, Celine Dion, and now Justin fucking Beiber. I think this is a declaration of war.
If he were going to cover something it would probably be something everyone loves like Led Zeppelin, Aerosmith, or Queen. But he may very well stay within his own genre and do something from New Kids on the Block, Backstreet Boys, or N'Sync.
