true OR false, light/watt after veg

I went to a medical meeting, I was told if you veg with a 400 watt then you want to flower with twice the watts or more. this would mean if I veg at 400 watt, I would flower with a 1000 watt bulb.
Is this true?
does it matter?

Are you asking if that is some kind of rule? If so than no. Or rather, this isn't some kind of true-or-false staement.
We talk about watts per sq. foot. Max watts per square ft. otherwise the lack of light keeps the plants from there max production.
Veg time (obviously), strain genetics (size, flowering time), number of plants, method of growing/training, grow room/tent size. Different factors determine the size of light needed-- most folks are not using 1000watters for single plants.
When growers only have a single light and single grow space (say one 400watt HPS) they simply raise the light a little higher above plants during veg time or put in a smaller wattage bulb in the fixture.
Sounds like perhaps you missed the context in which that statement was spoken?
