Never used shelves, but I have raised smaller plants using other containers to even out the canopy.  Problem with perimeter lighting is that it is much, much, weaker then the light from underneath the bulb.  So while arranging and raising your plants will give them better access to light, it's still not as good as putting in another lamp to help cover the area.  Still, it's better then nothing!  Looking at the space in that picture though you would definitely have room for one or two more lamps which would be a much better option then the shelves.
