This is gonna be a simplified answer than the exact chemistry definition, but the "parts" in the water that are being measured are other dissolved solids. In normal tap water the water is not free of all other molecules. meaning it is not pure H2O. Instead there are other elements in the water that we cannot see iron and zinc are some common ones. Anyways we want to know the ppm or TDS (Total Dissolved Solids)of our solutions Because this tells us the strength of the solution. A.k.a how much food the plant is getting.
Here, really simple version: Know ppm so you know how much food you are giving your plant.
Hope this helps let me know if you need clarification.

take a large empty bowl and pretend its water, grab a tiny handful of sugar and throw it in, let's pretend there are 200 grains of sugar and also assume the bowl is actually able to hold 1 million grains. Your ppm is now 200ppm. Now take 2 large handfuls and throw it in............now you have 3647 crystals of sugar in a bowl that "could" hold 1,000,000 so therefor your tds is now 3647ppm.
TDS/PPM is basically a ratio. Every strain has a different sweet spot, some 300 and some 1200ppm. Cheers
