DWC Outdoor, One plant looking sad.

I was hoping someone would be able to give me some helpful advice on my outdoor DWC. As per the video below, you can see my other two plants look quite healthy. The one plant on the left however, is extremely droopy/flacid.

Should I flush the DWC and throw in some fresh PH- Balanced water with a little fertilizer since this could be a toxic buildup?
PH is fluctuating towards 7 if I leave it, I'm currently bringing it down with Red vinegar, and sometimes lemon juice, it then swings back up again. I don't have the money for PH down.
Why would the other plants be doing okay, But this one not?

It looks like it's suffering from over/underwatering, possibly not enough oxygen to the root system.
How do the roots look like on the droopy one? Any slimy shit on them? Brown/Black discoloration?
PS invest the 30 bucks in a PPM meter, it will help a lot.

I'll be praying for Santa to bring me a PPM meter.. I have no $$ at the moment. Thanks tho Code's will have a look at the roots tomorrow although I think they are brownish.

Brown with slime is an indicator of root rot which is pretty much death for a plant in hydro if it's bad enough. Slight discoloration may occur as a result of your nutrient solution, over feeding, or a lack of oxygen in the water.
What do you have providing O2 to your roots?

Two air stones coupled to an air pump.
On root perusal, the discoloration is slight, no slime noted..

hmmmm well, that's a good thing! Still doesn't solve the problem. I'm assuming that the roots of that plant are reaching the water right? I'm wondering still if it's receiving enough O2, if not and it's roots are submerged, then it's essentially drowning.
Maybe someone with some hands on DWC experience can chime in as well, I'm just making some educated guess here

Codes, I'll take another video tomorrow morning with some in-depth root footage, perhaps that will help out a bit. will show off the air stones too.

I just have some guppy spawn in there left over from an Aquaponic grow with vegetables.
Update on the plant: The intensity of the droopiness/sagging varies periodically. Its currently looking a lot more perkier than before but still somewhat saggy.
