Sure we are a culture of indulgence, that is a given, but I don't think it would make that much of a difference. I am rather certain that if the drinking age was lowered that ther would be a brief influx of alcohol related accidents for a transitional period. Once that novelty wore off though I think it would even out.

Thats because you weren't allowed to drink ANYTHING until that point. Many European countries serve wine with their evening meal once the kid turns ~13. That's why there are fewer alcoholics in Europe compared to the USA. They learned how to drink responsibly at an early age. We tell our kids 'No alcohol till 21' then they sneak some at ~15 and end up making a fool out of themselves.
Anyone who is legally able to drive a car, can do almost anything else an adult can. Provided it doesn't interfere with their education.
