I'm thinking of buying cotton candy seeds, they're nearly out of stock at most places and I think not being produced anymore.
I wonder if the seeds generally produce killer specimens I hate buying a pack and finding 4 mediocre samples and one could be keeper.

Nah man. There's a lot of strains that result in 3-4 keepers and a single mediocre plant in each pack.
True F1 hybrids are very uniform true F1 hybrids using true breeding P1 stock. Inbred strains can be more uniform depending on if the plants are inbred to isolate certain traits/phenotypes or if it's more of a open pollination type of breeding scheme to preserve a line. The problem lays with people who breed clones or keepers that they never bred with like if I found a SuperSkunk or something I really liked in a single pack then hit it with some pollen from a male I found in another single pack the results wouldn't be a true F1 hybrid but a polyhybrid cross with a lot more potential phenotypes, and a far greater potential of having less keepers per pack.
Chimera is probably my favorite breeder right now or Neville/Shantibaba aka Mr.Nice seeds(they give you a minimum of 15 seeds as many as 30 seeds for the price of a pack!). Grindhouse is also very well respected in my books. This is because they're not pollen chuckers and breed plants with predictable results. They also provide some level of customer service which is great. I know a lot of people who have grown out seeds and end up with pounds of mediocre pot because a lot of the phenotypes were less than special, I couldn't imagine doing that right now so I go for more stable lines.

Cotton Candy is really high on my list right now. Chimera used it in some breeding, but he grows many plants and takes strains at least a couple - few generations before using them so the results aren't so unpredictable.
I like A LOT of Chimera's seeds and they're well priced. His Mental Floss is known to produce amazing hash. I have his Mental Floss, C+, GFxBB, and I want more. All 3 of these are winners for sure, you're also guaranteed to get a keeper in each pack IMO. Every one of the females will have good qualities.
Mr.Nice has great strains too, they have good descriptions and if you spend some time on their forums you can view some grow reports to get an idea for what you want.

Are you in California?
Shouldn't be too hard to find with some looking. There's some good (OG) Kush hybrids I don't know what I'd look for. Some S1's of Kushes do really well I've seen a surprisingly large amount of S1 Kushes and Bubba Kushes produce very nice plants. Bubba Kush is really nice for flavor many people prefer the OG possibly because of the raw potency.
I'm interested in two or three Bubba based seeds one is Purple Peyote which is bred from S1 seed of the 98 Bubba Kush and all the plants produce purple plants (virtually all of them) and a lot of flavors and smells that aren't apparent in the clone which is awesome for bubba lovers. Another is the Prophet by the Grindhouse company they took the 98 Bubba Kush female clone and crossed it to their TangTang male which is a rare sativa phenotype found within the Blockhead line. I don't enjoy smoking indicas but Blockhead is one I would enjoy often during the evenings which says A LOT a sativa capturing some of these Blockhead traits though. I'm growing the Blue Sonja which is an IBL of the sativa pheno of Blockhead and I'd bet it's a winner. Another is sannies Uberkush which is KO Kush x skubba. The skubba is cheese and bubba and the KO Kush is killa queen , bubba, and herijuana. Herijuana is pretty popular for chemo patients up in Canada, I've smoked some slightly sativa leaning phenos that were interesting to say the least.

I love my haze.
The Super Lemon Haze didn't win 2 cannabis cups and come 2nd in a 3rd on bribes alone. Fiveleggedgoat has a sick log of this strain and says the rate of keepers is amazing, it hurts to cull any of the plants because they're all winners. I'm actually thinking of buying this and the Church from GHS I know someone who will give me a sick deal on feminised 5packs.
I really like Mango, Neville's, Jack Herer, and Haze dominant NL#5xHaze. Mr.Nice is the seed company to go to for your hazes IMO. SuperSilverHaze is good and cool and all a lot of people agree SSH is more of a growers haze hybrid and Mango the smokers. Neville who bred SSH agrees Mango is better which is awesome. Mango Haze is a real real winner though and you could end up with a 30 count pack since the seeds are small for the reasonable cost of $115.
I like the non Piss smelling SSH don't mind Diesel or solvent or skunky but the piss is gross IMO. I've got 72 SSH plants right now and I know they're going to smell like piss(most of them) and I'm probably going to give the chop to half of them I already culled 2/3 of them for various reasons these are all F2 seeds. There's a lot of talk on the MrNice forums about what causes the piss smell originally people thought it was the NLxSkunk pheno because these plants were usually indica like heavy yielders but Neville said it was from inbreeding of the haze. Neville is a very observant breeder IMO so if you don't like piss stay away from SSH.
