Church wont bud

AFOF has 2 plants in the flower room. 1 lemon skunk, 1 church. Have been in flower for 4.5 weeks. LS is covered in hairs, crystals and small buds top to bottom. C has been in flower for 4.5 also, but shows NO signs of flowering other than trichromes on the leaves. pH is good, pleanty of light and FAE. What could be wrong?
This plant has been difficult to grow throughout all phases. Leaves feel dry and curl. Could it be genetics? All his other plants are perfect sepcimens

You're gonna have to provide some more information.. Ph is good? by what standard? What method of growing is being used? What kind of nutrients are being applied? What kinda lights are you under? Are you sure its even a girl?

pH is about 6.5. In soil using Foxfarm Tiger Bloom under LED lighting, (the quivilant of 250W HPS). Feminized seeds.

Alright, most of that sounds pretty good, Ph could be a cunt hair higher, but that's most likely not causing the problem. Are you any kind of skilled at determining plant sex? If not, is there any way you could post up a picture of the plant in question? I just can't really get a grip on this or give you a good explanation without seeing it, and exactly what its doing.
The reason I ask about the sex is because using feminized seeds, while giving you 99% chance of getting a girl, it's not guaranteed. I have personally had full blown males from feminized seeds.

Soil Growers: 1. Are you growing from seed or clones? 2. How old are your plants? 3. How tall are your plants? 4. What size containers are they planted in? 5. What is your soil mix? 6. How often do you water and what type of water do you use? 7. What is the pH of your water? 8. What kind of fertilizer do you use and what is its NPK ratio? 9. Do you foliar feed or spray your plants with anything? 10. What kind of lights do you use and how many watts combined? (HPS, MH, fluorescent, halogen, incandescent "plant lights") 11. How close are your lights to the plants? 12. What size is your grow space in square feet? 13. What is the temperature and humidity in your grow space? 14. What is the pH of the soil? 15. Have you noticed any insect activity in your grow space? 16. How much experience do you have growing?
And like diesel said, some pics would help.

Sorry I haven't responded, i have not been on the site for a few days.
All your growing parameters look good except your pH could be about a half a point higher for my taste. But that wouldn't be causing your problem.
Are you 100% sure you have no light leaks in your grow space. It needs to be completely dark while there budding. And some pics could be helpful.

The water. I know some people like to go with 6.5, but I prefer it just a touch high at around 6.8-7.0

My 2-cents worth: My very first half-assed attempt at growing was in soil using LEDs. They worked awesome during vegging but were absolute crap for flowering - ended up with buds the size of rabbit turds.

They were supposedly comparable to 1000w HPS, four panels total, mix of blue/red. I forget what the actual LED bulb size was. Didn't pay a lot for them (perhaps I got what I paid for?)They worked very well for vegging anyway, no stretching at all, but they were just not what the plants wanted for flowering for whatever reason. I have actually heard this complaint from other people as well. I might try using them again in the future, just for clones perhaps, because they are really inexpensive to operate and don't give off any heat.
