STRICT cannabis laws don't work, a new study has claimed.

Scientists say that cracking down hard on the drug and its users does not make people take any less of it.

Researchers looked at efforts made during the US "war on drugs" to clamp down on the sale and use of cannabis.

The federal government increased its spending from £0.95billion in 1981 to £11.32billion in 2002. But cannabis-related arrests soared from fewer than 350,000 per year to 800,000 between 1990 and 2006.

Seizures of the drug rose from 227 tonnes to 1134 tonnes over the same period.

And at the same time, the cost of the drug decreased by more than half, the potency of dope on the street increased, and the proportion of young adults using it rose from 25 to 30 per cent.

Professor Robin Room of Melbourne University, who carried out the study, said: "Intensified enforcement of prohibition did not have the intended effects."

He said that outlawing cannabis "has contributed to increased rates of violence" and called for the drug to be legalised and regulated.

Ministers and police say cannabis can cause mental problems in young users and should remain illegal.
