North Carolina House Bill 1380:
In 1992, the United States Drug Enforcement Administration (DEA) published research in a report entitled "Cannabis Yields" stating that canopy cover, rather than the number of plants, is the most accurate indicator of a garden's yield. According to the DEA report, 100 square feet of mature garden canopy will typically yield three pounds of processed marijuana per year, a common amount for patients who use marijuana daily.

and:

an "adequate supply" shall not exceed a garden with up to 100 square feet of total garden canopy of mature female marijuana plants, measured by the combined vegetative growth area, and 24 ounces of usable marijuana.

Per year?  More like per harvest.  A 10'x 10' room can yield that easy with proper lighting.

Yes.  It "passed first reading in the House and referred to the Committee on Health on Apr. 13, 2009; Committee heard testimony from patients and medical professionals."  That's the last update from here as of July 12, 2010.

Full bill can be downloaded here.

Also, that first link I provided has information on all 8 states (and DC) with pending legislation or ballot measures for medical cannabis, which are Arizona, DC, Illinois, Massachusetts, New York, North Carolina, Ohio, Pennsylvania, and South Dakota.  I just posted about NC because it's the one I happened to be reading due to considering it as a future home, and I liked the 100 ft2 rule better than amount of plants.  I thought the 3 lbs/yr was a huge underestimate, though (which is fine).
