From what I understand, the Fan leaves are the "power plants" of your cannabis plant. That being said, one would definitely not want to cut out the power supply to your plant. You might consider tying the leaves against the branch to move it away from your lower buds, this will reduce stress given to your plant, and effectivily provide more light to your blocked bud sites.
