I always thought of soil as either being fertile(fortified/amended) or depleted. However that's just my personal opinion and isn't based on any sort of actual definition.
No, I was talking only about soil when you add it initially. For it to be considered "soil" it must have some sort of organic material in it, after you've been using it for awhile and all the organic material is depleted it's still called soil, it's just not fertile anymore.
