I just put my 12 day old seedlings under a 400 mh bulb, 4 feet away, from a small floursecent. Originally it was maybe 2 feet away and a couple leaves began to turn yellow, so i moved it. However ,its also the first time I fed them, half strength root 66. I also transplanted them into a larger rockwool cube. Is it possible its just the combination off all of that causing a bit of shock? Or was it simpy the change of light intensity.
pics? You probably just need those nutes to kick in. Though putting seedlings only 12 days old is kinda pushing it for a 400w,but at the distance you had them that shouldn't have effected them that much. Wait a few days and see if they improve, or you could put them back under whatever you had them vegging under before the 400w. Probably not a bad idea to just keep them under that until they are like 20 or so days old.
When switching from flouro to HID, some stress is normal. Four feet away shouldn't be causing you many problems. I've grown seedlings from the first day under a 600w at about three feet away.. Just don't keep them directly under the light, put 'em off to the side for a few days to let them get used to the intensity.
