How much of a work load could it handle, would this be adequate for a closet setup with a 400w hps in a cool tube or similar hood........ with some real stank. Also close neighbors?

What size closet we talking about?
I'm working in a 2x3x5 cab with 400 watt HPS temp are around 72 to 77 degrees, and I don't have an air cooled hood.
The unit you posted doesn't do well on smell after 3 months, the one I posted is on it's fifth crop and no smell what so ever.

I have a 6 inch and it couldn't handle my 20 plants under the 1000 watter.
I ended up getting some ONA to help.
Carbon scrubbers do a good job but some weed is just too dank.

I knew some strains are extremely rank and I figure those are the best. but maybe you needed a couple 12inch fans and scrubbers with 20+ plants and use the ona plus probably some plugins air fresheners in adjoining rooms, plant some rosemary in the yard, start smoking cigars, get an oil burner then go all out for 20 plants......... why not? I just want 2-3 plant setup with no odor.

You should be more than fine with the link I gave you.
The only time I smell my plants is when I'm in the room with them.

Yeah I like that one better than the first one I posted, said they would knock $15 off if I pick it up instore.
