Pyrethrum bombs. Are you making sure that you spray every 3 days for at least 2 weeks. Otherwise you have eggs that are hatching and continuing the infestation.

or you could use a stronger chemical and do two sprays one 7 days after the other ?
Ask some members here if this advice is worth while, it has helped more than one person. Go to Home Depot or the like and purchase a Hot Shot "No Pest Strip" for 6 dollars. They'll kill all mites within a couple hours. Keep it in your grow area for a week or two to wait for all the eggs to hatch and die. It's a no fail solution. Works every time.
PS: Neem oil has never been a permanent solution for any single person I've talked to.
