On your light always go with for veg 18/6.. I run my shit from 4pm to 10am. helps avoid the hottest part of the day.
On yield its all about the spectrum of light.. you can bloom a plant with your CFL in a 12/12 cycle. I did it once with a 400watt Metal Halide . The nutrients I used were fish emulsion(Fish Shit)and miracle grow organic soil. my plant reached right about 2.5 foot.. and needless to say my yield Sucked ass.. I only harvested about 6 grams. That 32 watt is gonna produce about 2100 lumens I think.

Always use 18/6? nonsense, I've done 24/0, 20/4, 22/2, 21/3, 17/7 etc. You can do anything you want as long as they get at least a couple hours of dark. Well hell, I've got some clones now that haven't had a dark period in 2 weeks and they're doing great.
yield is NOT all about spectrum of light, it's all about intensity. give me a 250W Metal halide and I promise I can get an ounce. If you're looking to maximize yield, then maximize the wattage. Of course having a more yellow/red spectrum will be beneficial but it's far from the most important thing.

lol I stand corrected.. this dude knows his shit.. I need to reword things.. after I think about it. I was once using a 24hr cycle and had some seedlings grow well.

anything between 18/6 and 22/2 will be fine. LIke I said I've experimented with pretty much any lighting schedules you can use and I haven't really noticed a significant difference. once you get below 18 hrs of light you'll notice some extra internodal stretch but they'll still grow great

I like 24/0 for veg. They don't NEED the dark period really.

For what it's worth, in my nooby opinion, I think for the veg 65w will be fine. Just keep the light close to avoid stretching.
I vegged mine under a single 23watt and I've seen decent results.
